«Ïðåäåëüíî-äîïóñòèìûå êîíöåíòðàöèè (ÏÄÊ) âðåäíûõ âåùåñòâ â âîäå âîäíûõ îáúåêòîâ
õîçÿéñòâåííî-ïèòüåâîãî è êóëüòóðíî-áûòîâîãî âîäîïîëüçîâàíèÿ» ÃÍ 2.1.5.5856-96,
óòâåðæäåííîãî Ãîñêîìñàíýïèäíàäçîðîì Ðîññèè, êîòîðûé ñ âûõîäîì íàñòîÿùåãî
ïåðå÷íÿ óòðà÷èâàåò ñèëó. ÑÎÄÅÐÆÀÍÈÅ Îáùèå ïîëîæåíèÿ. 2 Îðèåíòèðîâî÷íûå äîïóñòèìûå óðîâíè (îäó) õèìè÷åñêèõ âåùåñòâ â âîäå âîäíûõ
îáúåêòîâ õîçÿéñòâåííî-ïèòüåâîãî è êóëüòóðíî-áûòîâîãî âîäîïîëüçîâàíèÿ. 4 Ïðèëîæåíèå (ñïðàâî÷íîå) Óêàçàòåëü îñíîâíûõ ñèíîíèìîâ, òåõíè÷åñêèõ, òîðãîâûõ è
ôèðìåííûõ íàçâàíèé âåùåñòâ è èõ ïîðÿäêîâûå íîìåðà â òàáëèöå. 19 Çàêîí ÐÑÔÑÐ «Î ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîì
áëàãîïîëó÷èè íàñåëåíèÿ» «Ñàíèòàðíûå ïðàâèëà, íîðìû è
ãèãèåíè÷åñêèå íîðìàòèâû (äàëåå - ñàíèòàðíûå ïðàâèëà) - íîðìàòèâíûå àêòû,
óñòàíàâëèâàþùèå êðèòåðèè áåçîïàñíîñòè è (èëè) áåçâðåäíîñòè äëÿ ÷åëîâåêà
ôàêòîðîâ ñðåäû åãî îáèòàíèÿ è òðåáîâàíèÿ ê îáåñïå÷åíèþ áëàãîïðèÿòíûõ óñëîâèé
åãî æèçíåäåÿòåëüíîñòè. Ñàíèòàðíûå ïðàâèëà
îáÿçàòåëüíû äëÿ ñîáëþäåíèÿ âñåìè ãîñóäàðñòâåííûìè îðãàíàìè è îáùåñòâåííûìè
îáúåäèíåíèÿìè, ïðåäïðèÿòèÿìè è èíûìè õîçÿéñòâóþùèìè ñóáúåêòàìè, îðãàíèçàöèÿìè è
ó÷ðåæäåíèÿìè, íåçàâèñèìî îò èõ ïîä÷èíåííîñòè è ôîðì ñîáñòâåííîñòè, äîëæíîñòíûìè
ëèöàìè è ãðàæäàíàìè» (Ñòàòüÿ 3). «Ñàíèòàðíûì ïðàâîíàðóøåíèåì
ïðèçíàåòñÿ ïîñÿãàþùåå íà ïðàâà ãðàæäàí è èíòåðåñû îáùåñòâà ïðîòèâîïðàâíîå,
âèíîâíîå (óìûøëåííîå èëè íåîñòîðîæíîå) äåÿíèå (äåéñòâèå èëè áåçäåéñòâèå),
ñâÿçàííîå ñ íåñîáëþäåíèåì ñàíèòàðíîãî çàêîíîäàòåëüñòâà ÐÑÔÑÐ, â òîì ÷èñëå
äåéñòâóþùèõ ñàíèòàðíûõ ïðàâèë. Äîëæíîñòíûå ëèöà è ãðàæäàíå
ÐÑÔÑÐ, äîïóñòèâøèå ñàíèòàðíîå ïðàâîíàðóøåíèå, ìîãóò áûòü ïðèâëå÷åíû ê
äèñöèïëèíàðíîé, àäìèíèñòðàòèâíîé è óãîëîâíîé îòâåòñòâåííîñòè» (ñòàòüÿ 27). ÓÒÂÅÐÆÄÅÍÎ Ïîñòàíîâëåíèåì Ãëàâíîãî

óðîâåíü âîçäåéñòâèÿ (ÎÄÓ) õèìè÷åñêîãî âåùåñòâà â âîäå âîäíûõ îáúåêòîâ
õîçÿéñòâåííî-ïèòüåâîãî è êóëüòóðíî-áûòîâîãî âîäîïîëüçîâàíèÿ - âðåìåííûé
ãèãèåíè÷åñêèé íîðìàòèâ, óòâåðæäàåìûé ïîñòàíîâëåíèåì Ãëàâíîãî Ãîñóäàðñòâåííîãî ñàíèòàðíîãî âðà÷à Ðîññèéñêîé
Ôåäåðàöèè ïî ðåêîìåíäàöèè Êîìèññèè ïî ãîñóäàðñòâåííîìó
ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîìó íîðìèðîâàíèþ ïðè Ìèíçäðàâå Ðîññèè. ÎÄÓ ðàçðàáàòûâàåòñÿ íà îñíîâå
ðàñ÷åòíûõ è ýêñïðåññ-ýêñïåðèìåíòàëüíûõ ìåòîäîâ ïðîãíîçà òîêñè÷íîñòè è
ïðèìåíÿþòñÿ òîëüêî íà ñòàäèè ïðåäóïðåäèòåëüíîãî ñàíèòàðíîãî íàäçîðà çà
ïðîåêòèðóåìûìè èëè ñòðîÿùèìèñÿ ïðåäïðèÿòèÿìè, ðåêîíñòðóèðóåìûìè î÷èñòíûìè
ñîîðóæåíèÿìè. Ðàçðàáîòêà ÎÄÓ âåùåñòâ
ïðîâîäèòñÿ â ïîäðàçäåëåíèÿõ íàó÷íûõ ó÷ðåæäåíèé, âûñøèõ ó÷åáíûõ çàâåäåíèé,
ñàíèòàðíî-ýïèäåìèîëîãè÷åñêèõ ñòàíöèé, ïîëó÷èâøèõ àêðåäèòàöèþ Äåïàðòàìåíòà
ãîññàíýïèäíàäçîðà Ìèíçäðàâà Ðîññèè. ÎÄÓ óñòàíàâëèâàåòñÿ íà ñðîê 3
ãîäà, ïî èñòå÷åíèè êîòîðîãî îí ïåðåñìàòðèâàåòñÿ èëè çàìåíÿåòñÿ çíà÷åíèåì ÏÄÊ ñ
ó÷åòîì ïðåäñòàâëåííûõ â Êîìèññèþ ïî ãîñóäàðñòâåííîìó
ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîìó íîðìèðîâàíèþ ïðè Ìèíçäðàâå Ðîññèè ìàòåðèàëîâ. Ïðè íåîáõîäèìîñòè ïðîäëåíèÿ
ñðîêà äåéñòâèÿ ÎÄÓ, ëèáî ïåðåâîäà ÎÄÓ â ðàíã ÏÄÊ Êîìèññèÿ ïî ãîñóäàðñòâåííîìó
ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîìó íîðìèðîâàíèþ ðàññìàòðèâàåò ìàòåðèàëû îáîñíîâàíèÿ
ÎÄÓ è íàïðàâëÿåò èõ íà óòâåðæäåíèå â Ìèíçäðàâ Ðîññèè ñ ñîîòâåòñòâóþùèìè
ðåêîìåíäàöèÿìè. Ñ ìîìåíòà óòâåðæäåíèÿ âåëè÷èíû ÏÄÊ ðàíåå óñòàíîâëåííûé ÎÄÓ äëÿ
äàííîãî âåùåñòâà óòðà÷èâàåò ñèëó. Íàçâàíèÿ èíäèâèäóàëüíûõ
âåùåñòâ â àëôàâèòíîì ïîðÿäêå ïðèâåäåíû, ãäå ýòî áûëî âîçìîæíî, â ñîîòâåòñòâèè ñ
ïðàâèëàìè Ìåæäóíàðîäíîãî ñîþçà òåîðåòè÷åñêîé è ïðèêëàäíîé õèìèè, ÈÞÏÀÊ (International Union of Pure and Applied Chemistry, IUPAC) è îáåñïå÷åíû ðåãèñòðàöèîííûìè
íîìåðàìè Chemical Abstracts Service (CAS) äëÿ îáëåã÷åíèÿ
èäåíòèôèêàöèè âåùåñòâ. Âåëè÷èíû ïðèâåäåíû â ìã
âåùåñòâà íà 1 ë âîäû (ìã/ë). Íàðÿäó ñ âåëè÷èíàìè ÎÄÓ
óêàçàí êëàññ îïàñíîñòè è ëèìèòèðóþùèé ïîêàçàòåëü âðåäíîñòè, ïî êîòîðîìó
óñòàíîâëåí ÎÄÓ: ñ.-ò. -
ñàíèòàðíî-òîêñèêîëîãè÷åñêèé; îáù. - îáùåñàíèòàðíûé; îðã. - îðãàíîëåïòè÷åñêèé ñ
ðàñøèôðîâêîé õàðàêòåðà èçìåíåíèÿ îðãàíîëåïòè÷åñêèõ ñâîéñòâ âîäû (çàï. –
èçìåíÿåò çàïàõ âîäû, ìóòí. - óâåëè÷èâàåò ìóòíîñòü âîäû, îêð. - ïðèäàåò âîäå îêðàñêó, ïåí. - âûçûâàåò
îáðàçîâàíèå ïåíû, ïë. - îáðàçóåò ïëåíêó íà ïîâåðõíîñòè âîäû, ïðèâê. - ïðèäàåò
âîäå ïðèâêóñ, îï. - âûçûâàåò îïàëåñöåíöèþ). Âåùåñòâà ðàçäåëåíû íà ÷åòûðå
êëàññà îïàñíîñòè: 1 êëàññ - ÷ðåçâû÷àéíî
îïàñíûå, 2 êëàññ - âûñîêîîïàñíûå, 3 êëàññ - îïàñíûå, 4 êëàññ - óìåðåííî
îïàñíûå. Â îñíîâó êëàññèôèêàöèè
ïîëîæåíû ïîêàçàòåëè, õàðàêòåðèçóþùèå ðàçëè÷íóþ ñòåïåíü îïàñíîñòè äëÿ ÷åëîâåêà
õèìè÷åñêèõ ñîåäèíåíèé, çàãðÿçíÿþùèõ âîäó, â çàâèñèìîñòè îò òîêñè÷íîñòè,
êóìóëÿòèâíîñòè, ñïîñîáíîñòè âûçûâàòü îòäàëåííûå ýôôåêòû, ëèìèòèðóþùåãî
ïîêàçàòåëÿ âðåäíîñòè. Êëàññû îïàñíîñòè âåùåñòâ
ó÷èòûâàþò: - ïðè âûáîðå ñîåäèíåíèé,
ïîäëåæàùèõ ïåðâîî÷åðåäíîìó êîíòðîëþ â âîäå â êà÷åñòâå èíäèêàòîðíûõ âåùåñòâ; - ïðè óñòàíîâëåíèè
ïîñëåäîâàòåëüíîñòè âîäîîõðàííûõ ìåðîïðèÿòèé, òðåáóþùèõ äîïîëíèòåëüíûõ êàïèòàëîâëîæåíèé; - ïðè îáîñíîâàíèè
ðåêîìåíäàöèé î çàìåíå â òåõíîëîãè÷åñêèõ ïðîöåññàõ âûñîêîîïàñíûõ âåùåñòâ íà
ìåíåå îïàñíûå; - ïðè îïðåäåëåíèè
î÷åðåäíîñòè â ðàçðàáîòêå ÷óâñòâèòåëüíûõ ìåòîäîâ àíàëèòè÷åñêîãî îïðåäåëåíèÿ
âåùåñòâ â âîäå. Ïåðå÷åíü ñíàáæåí óêàçàòåëåì
íàèáîëåå ðàñïðîñòðàíåííûõ ñèíîíèìîâ, òåõíè÷åñêèõ, òîðãîâûõ è ôèðìåííûõ íàçâàíèé
íîðìèðîâàííûõ âåùåñòâ (ïðèëîæåíèå ñïðàâî÷íîå). Çàìå÷àíèÿ, ïîæåëàíèÿ,
ðåêîìåíäàöèè ïî ñîâåðøåíñòâîâàíèþ ïåðå÷íÿ ïðîñüáà íàïðàâëÿòü â Êîìèññèþ ïî
